These upgrades may qualify for tax credits, along with various rebates from various entities from the gas company to the federal government; several attractive programs may be in place now or soon. In the LA area, I am one of the few Home Performance with Home Star partner contractors (epa.gov), and BPI-certified to do work that qualifies for the federal incentives. Generally, a building energy upgrade--whether it is a simple upgrade or involves extensive remodeling including additions--starts with an energy evaluation. The basic energy evaluation starts at $200 on an older house (pre-1978), the recommended comprehensive energy evaluation (audit) starts at $600. With either one, you’ll get a report and a proposal for recommended improvements. The basic evaluation is a visual evaluation including scanning with an infrared camera to diagnose duct leakage, insulation defects, and moisture intrusion. I can usually get a pretty good idea of what an older building needs. The comprehensive evaluation adds measurement of building leakage and duct leakage, along with carbon monoxide hazard evaluation and much more. My professional association memberships require that I recommend this approach and the comprehensive remediation recommendations that result. Of course, many clients do not want to spend the money for the full assessment or the usually extensive repairs we recommend; they are free to choose what if any work they want done. The cutting-edge principles of building science treat the building as a system comprised of subsystems, which all interact. We consider the effect that a change in one will have on the others, to make sure that everything improves. For instance, when we tighten up a house, we make sure it will not cause air quality problems or moisture problems. By applying these principles of building science, along with really good construction practices, we can build very comfortable, energy efficient houses from the ground up, remodel with significant energy improvements and improved comfort over the whole structure, or simply improve the energy efficiency and comfort levels of an existing building.
